Yes you can.
But not the other way round. Images created in 2.10 can't be opened in 2.8
Best to make a backup of your 2.8 profile. Then uninstall 2.8 and delete your 2.8 profile. Now install 2.10. Add plug-ins (from your 2.8 profile backup) one at a time. Many 2.8 plug-ins don't work in 2.10, but mostly there are updates available. Ask again if you have problems.
