Does anyone know if Filter > Blur > Average or a filter with equivalent functionality is available in 2.9.8? I had hoped to use it in correcting a pronounced color cast.

Well, AFAIK Blur -> Average is a PS filter, but you are forgiven
This python plugin works with Gimp 2.9
ofn-average-fill.py get it from

Digging through my archive, this old one, originally roll film, left in the camera too long in a hot a climate. Bit of a blue cast.
Duplicate the layer, apply
ofn-average-fill.py (bottom of edit menu) put the layer into
grain-extract mode.
You can get the same result using the GEGL filter
Filters -> Blur -> Pixelise with values maxed-out. The advantage is you can do a little adjustment and see the result straight away on the canvas before commiting.

Yeah, you can use Pixelise to get the average colour of an image.
Just type in the size-values.

Whew, that is a CPU intensive process with a 100 mb tif file. In fact, my 5 year old laptop is in over its head. I could probably figure out how many calculations are needed if I could type in enough zeros. Will try a tiny image tomorrow to see if I can get some usable sample values. However I can see that a desktop machine with a 64 bit OS and cutting edge CPU is going to be on the shopping list.
In the meantime, a big thank you to RIch2005 and Espermaschine for the prompt replies and to Rich2005 for all the helpful detail. I'll report back.
