I don't seem to be able to disable the full screen mode from starting as default. Am I missing something?

Edit -> Preferences -> Window Management Un-tick Save ...on Exit then confirm with Save ....Positions Now
In pictures it looks like this:

You might have to do the equivalent for Tool Options and also Input Devices
Using linux you might want to check any "Special Window Settings" (position and size) that might get applied as well.
