In Inkscape they are called extensions A search for Inkscape +extensions usually gets a result.

Many (most) of the old extensions for Inkscape 0.48 no longer work with version 0.9x due to syntax changes. Often try and see.

Very dangerous, installs to C:\Program Files\GIMP 2\lib\gimp\2.0\plug-ins
Mixes all the cr*p in with the essential gimp files.
