Generally I use linux, but keep Win 7 / Win 10 VMs for testing. Gimp 2.10.0 installed a little while ago, no problem, opens files, writes files to usb drive...anything.
Wondering why I have no issues
Two updates since the original installer I used: gimp-2.10.0-x64-setup.exe
and sure enough that last one gimp-2.10.0-setup-1.exe (has 32 bit support for plugins) creates the file opening/ saving problem.
Try going back to an earlier version until it is sorted out.

There is an update to the Windows Gimp 2.10.0 installer which seems to fix the problem (only a quick test) gimp-2.10.0-setup-2.exe
