The Tools section is added when you install the ofn-text-along-path plugin.
You need to go back to an earlier post, Ofnuts hides the Url in a clever link.
However, better go through this one for beginners.
Ofnuts writes many python plugins for Gimp.
The one you want for text-along-path is in

Sometimes depends on browser for the download starting, My regular browser will not download from Sourceforge but Firefox works (I see you have that). If you have problems ask.
The zip unpacks to the plugin ofn-text-along-path.py and a Doc folder with usage notes.
For Windows, the file ofn-text-along-path.py goes in the Gimp 2.10.4 plug-ins folder C:\Users\your-name\AppData\Roaming\GIMP\2.10\plug-ins
Start Gimp up, find it bottom of the paths dialogue - easy

It looks like you are trying to put it in the wrong place:
Needs to be in the Gimp profile: C:\Users\your-name\AppData\Roaming\GIMP\2.10\
and the plugin folder in there
C:\Users\your-name\AppData\Roaming\GIMP\2.10\plug-ins

I certainly am. Your name will be there somewhere. In Windows 7/../10 appdata is a hidden folder
You can enable hidden folders in Windows file explorer.
But first, look in
Edit -> Preferences -> Folders -> Plug-ins and it tells you where your user profile is.
