I love to play around distressing images in Gimp, but find the filters somewhat lacking.

Is there any plugins available that specifically provide filters and effects for this kind of manipulation?

No, I don't.

I noticed 'Degradations' and 'Film emulations' among those filters, so this may fit the bill very nicely.
