Hi! I'm new to GIMP and I'm trying to achieve this neon light effect as if neon light is shining on to someone in a dark room like in this movie poster I attached. Any tips would be greatly appreciated!
There is no one way for this type of image.

You might select a foreground, add a background. Desaturate those (make shades of gray).

Add a gradient in a suitable mode.

Then all the text and other little embellishments are added separately.

The only real way is experiment with Gimp and gain experience using it.

I don't need the text I just wanted to take a simple picture of someone and add the neon lights.

Create text, Layer>Text to path and apply the script.
