You want to update Gimp to 2.10?
There is providing you understand the logic behind the Windows Gimp installer.
If it finds an existing installation it will update that installation in the same place. (usually C:\Program Files\GIMP 2 ).
If you have not got 2.10 installed yet.
1. Copy (backup) the whole of that ..\GIMP 2 folder somewhere safe.
2. Un-install Gimp 2.8 using the Windows uninstall menu. This will remove all of the GIMP 2 folder and registry entries.
3. Install Gimp 2.10 using the customise option and set an install location to say C:\Program Files\GIMP 210
4. Copy the backup GIMP 2 folder back to C:\Program Files where it was originally. Make a new shortcut for it.

A much easier way is install the Partha Gimp 2.10 http://www.partha.com which installs to a different folder in the first place.
