There are all sorts of ways to rotate layers in Gimp. In Gimp 2.10.6 (and later) the measure tool can be used.
Is it any better than other tools, not really, just an alternative but worth knowing about.

rich2005, I tried to reproduce the steps of the video but in my window
Toll Options there is no option, it is empty.
I have a selected area, the measure tool selected and at 45º, but without the option to rotate it.
I do not understand if I'm missing something or if my version of Gimp would be the problem (Portable 2.10.1 Samj)
For anyone having problems with the new measure tool straighten function or not keen on Rotate (corrective - backward) mode, there are scripts and plugins to aid straightening.
I use(d) the attached script "autorotate.scm" for many years.
Ofnuts has a similar in his plugins collection.
