How can I make this water drop pattern in GIMP ?

I would need it in top down view.

Hmm....Something like this maybe.

You need some good concentric rings and apart from making by hand (possibly the best way)

1. Try the standard gradient: Three Bars sine - Shape radial - Repeat sawtooth - and draw out from the center of the canvas.
2. Give that a suitable Gaussian blur.

3. Colourize that blue: Colors -> Colorize
4. Apply the Waves filter Filters -> Distorts -> Waves and play around with the Amplitude and Period settings. [edit: forgot to mark it. Enable Clamp deformation ]

Very probably other, better ways.
Yes, thank you.
1/ load a picture ex. (scene with blue and gray colors)
2/ blur the image if its to sharp
3/ filters /G'MIC-QT/Deformations/Wave
4/ make a bump map (the result image - Colors/Desaturate/Desaturate - then Filters/Map/Bump Map - play with the depth for best result)
