Appologies, I thought you were still refering to your Gimp 2.10 flatpak.
As an aside, when I moved from kubuntu 16.04 to 18.04 I dumped the flatpak, no QT amongst other things. Installed Gimp 2.10 from the PPA, alas no more Gimp 2.8 Got over that one with a home-spun-sort-of-portable Gimp 2.8.16 - ubuntu 16.04 default. (Gimp 2.8.22 from the PPA defeated me.)
..and yes I see the problem with the svg. All the other distros? Just VM's I can pull out sometimes.

I have Gimp 2.10.12 installed on both computers
I have Ubuntu 16.04 and Gimp opens .svg at the correct size
Its Mint 19.2 has the problem.

We now have a LM 19.2 but which Gimp 2.10.12 ?
Some alternatives from previous posts:
A flatpak Gimp (or maybe a snap) gives the incorrect size due to librsvg 2.44 regression (bug)
A Gimp 2.10.12 from ppa:otto-kesselgulasch/gimp should work.
A portable Gimp 2.10.12 (appimage) from
https://github.com/aferrero2707/gimp-appimage/releases/ AFAIK works.
It appears that the problem is indeed fixed in 2.10.14 (#2561)
