Hi !
With gimp 2.10.12 I exported file .tiff with option including layers
I can read modify file with gimp or others tools but I can't replace them or suppress them in directory,
I made tests without option inclunding layers and all is ok , I can modify, export and supress files
How to suppress old files in directory ?? I have tried several tools eraser, etc .. without success
Thanks for your feedback

So, you export a TIF file with two versions, one with and and one without "Save layers", both in the same directory, and you can erase one but not the other, even after Gimp is closed?
Caveat: Using a old Windows10 VM, might not be the same as the latest.
Very strange. Using a Gimp 2.10.12 (portable) made some 3 page tiff files (and with tif extension) - various options, unpacked, lzw, deflate compression, put them on the desktop and not able to delete them. Drag-n-drop / right-click delete / in a terminal usual
del /f file.ext to force a delete just hangs.

Spent the last hour or so trying out various Windows utilities to unlock / delete stubborn files, alternative file managers old and new. Tried starting in 'safe-mode' Nothing working, run out of Windows ideas. Hate to be beat
As a fall back which depends on your installation. Booting from a linux live (CD or usb). This one the last free (2013) partedmagick utility disk.

That got rid of the tiff files but do not expect it to work if the disk is encrypted. You do have to be careful if you do not know linux.

Found a solution:
Issue # 3740 [ Tiff files generated by GIMP cannot be deleted or used by other programs.] from a year ago.
I was able to delete the
.tif files saved with layers using the procedure posted by Donat Koegel @DKoegel.

bug report 3740 is a bit long and convoluted. Bug report 6434 refers to it and gives the best advice, prevention by disabling the "save thumbnails" option when export to tif format.
For anyone who has a 'stuck' multi-page tif , This using the close Windows Explorer Method.
