Need to add a layer (fixed content) to every page of an imported PDF document. Any advice?

Is this a header or a footer or maybe a watermark type of addition ?  Sometimes LibreOffice is more suitable for PDF files.

However for Gimp: A plugin that that will take an image and add it to a stack of layers (the imported pages) ofn-interleave-layers.py
