gimp-2.10.18-2.fc32.x86_64 / also on the download for Windows 10  I get the pop up notice attached when I try to change the fonts in oft-text-along-path.

It is a bug in Gimp 2.10.18 (Is fixed in next version)

Since you are using linux there is a 'work-around' . Click-n-Drag a font from the font dock into the plugin dialog
