Hi, I need help with creating two tone borders. Can anyone please tell me how to do this? Thanks in advance!
You need to be more specific. A border around an image or a border around a subject in an image.

One way is using overlapping layers.

Inner border New layer. Make a rectangular Invert the selection. Fill with colour.
Outer border New layer. Make a larger rectangular selection. Invert the selection. Fill with colour.
or
Select -> All Then stroke the selection twice with different size and colours.

Around some foreground shape. This depends on if there is transparency or not.

Select the foreground shape. Turn the selection into a path Select -> To Path
New layer stroke the path Edit -> Stroke path with large size
Change the FG colour, New layer stroke the path with smaller size.

Without transparency and you want to paint in place,not wonderful.
Make selection, grow the selection, stroke the selection large size. Shrink the selection, stroke the selection small size.
