I've tried the sg-decomp-to-layers.scm script that you can find on https://fossil.2of4.net/_script-fu/dir and set the number of colors to 16. Then I look for the best result setting some layers off. It must be possible to get a better result to using more colors (resulted in more layers). The inserted image is scaled down.

While I appreciate the abilities of GIMP, I feel that this a work for Microsoft Office Lens app. You can use your phone camera ( a decent one ) to take a picture of the document through Office Lens app ( available for free on Android ).
ie,
1. Install Microsoft Office Lens app
2. Open and use the camera scan mode
3. Keep your document on a flat , well lit place
4. Take a picture
5. You can already see that it took only what is needed, not the damanged paper.
If you feel like trying, share the experience.
