This is the message i get when i am using the 2.10.22 help options in the program. F1 and Shift+F1 do not work but produce the above message, so do the Help->User Manual->... options. I downloaded and installed the gimp-help-2.10.0-en-setup executable from the website but nothing changed.

So is there somewhere i can fix the connection settings? In order to have offline manual help.

I can get that error message with help in on-line mode and no internet connection. Your computer might be disconnected or it might be AV blocking or maybe a proxy server or a network issue. 

A set up like this will get that error. Open Edit -> Preferences -> Help System

This set up using locally installed copy and the Gimp help browser option should work although language settings might cause a problem.
