If I open a .xcf, jpg or png and change the resolution in the Scale Image or Print Image dialogs, then export again to jpg or png, when I reopen the new file, the resolution has reverted to what it was (e.g. 72). what could be causing this?

Looks like a known bug, which has been fixed in 2.10.16. What exact version are you running?
