I'm running latest stable gimp-2.10, latest graphics driver, ensured the registry entries, but I have no checkbox to enable opencl under preferences->system resources. Do I need to reinstall gimp for it see that?

Why do Windows users reinstall at the drop-of-a-hat ? (do not answer that, it is rhetorical)

From Gimp 2.10.22 the opencl entry has been moved to the experimental 'playground section'
To enable that run gimp with theĀ  --show-playground switch That is a space/dash/dash/show/dash/playground

One way for Windows users is edit the Gimp shortcut

That gets the entry Edit -> Preferences -> Playground
