1. It is not a requirement to use the Select File Type (By Extension) drop down menu. Type the required extension directly in filename.jpg ( or .png or .tif or ...any supported file type)

2. If you do use the Select File Type (By Extension) drop down menu. Select the file type, check that it is added as a suffix, close the drop down menu. Plenty room for the export dialogue.

That's how I work right now. It's very irritating. In Gimp 2.8 everything was fine and the buttons are always visible.
You can scroll the the drop down menu with your mouse's wheel when you over it with your mouse, then just select the extension Wink
In my version of Gimp the size of the export dialog appears to be saved between Gimp sessions. So either:
  • Your Gimp is set up to save window positions on exit, just resize the dialog and that should do it
  • Your Gimp is set up to fixed window positions, then start Gimp, do a dummy export, resize the dialog, and before exiting Gimp, go to Edit ➤ Preferences ➤ Interface ➤ Window management ➤ Window positions and hit the Save windows positions now button.
See here for some more hints.
