when I want to edit a layer/slice of an image I sometimes get a dotted window exactly around the part I want to edit and sometimes a window so large that the edges are far out of the screen.
I would always want a window exactly around the part I want to edit.
I don't understand what determines this?
There is not really an editing window 'as-such' in Gimp. The yellow dotted window I assume you see is the active layer boundary.
This is 3 images of different sizes opened as layers. Put in the boundary marks, but you would normally only see the one belonging to the active layer.

No real way. You can make a rectangular selection, that shows as a black/white dotted line and constrains the editing to the selection.
The closest I can get is make a selection, copy and paste as a new image. Then when complete, copy and paste back in the original selection.
Very subject to user-error if you are not careful.

maybe 2 useful shortcut:
hit the 1 (number 1 key) = 100% view
Ctrl+Shift+J = image will take the full canvas on the widest side
