Hi,
on ubuntu 21.04 I just got an update of GIMP to v 2.10.28.
Since them it's like my tools (whatever crop, selection, fill with color, etc..) nothing is working on current unlock and visible layer.
I tried to create another new layer and to crop it... nothing
I create another document with a new layer and tried to fill with foreground color...nothing ...
I uninstalled it and reinstall it...
nothing changed
Any idea what it could be ?
It's weird as before with 2.10.26 It worked well

Since you have changed your ubuntu version from earlier posts which 'flavour' of Gimp 2.10.28 are you using ?
flatpak or snap or PPA ?
ubuntu 21.04 possibly prone to incompatibilities

Oh I got my idea > IMO it's Ubuntu 21.04 > so you'll have probably to wait the end of the next month > 21.10 and hope they fixed the problem (I will not say the "every day" update to not give you hope)
I did 1 time the mistake to not stick to an LTS > no more database, apache was not working anymore, it removed a lot of things and so > Never again, ever.

Or you can get the 2.10.25 (.24 equivalent) appimage while waiting the Ubuntu fix(if it's them)

Working backwards
ubuntu 21.04 = 'hirsute' The default package for hirsute is 2.10.22 see:
https://packages.ubuntu.com/hirsute/graphics/
...so for gimp 2.10.28 it must come from somewhere else
The options:
A flatpak gimp: see
https://www.gimp.org/downloads/ and Install GIMP flatpak
A snap version using the ubuntu software center. If you use this it could be the problem.
That PPA for an alternative GIMP (2.10.28) installation is

"Adding this PPA ..." Is this the one you use ?
That is the one I currently use with kubuntu 20.04 not sure how it works with 21.04.
IMHO the 'failsafe' is the flatpak version.
