Also before gimp starts responding, there's a text showing "creating alpha of unknown pixels" while using the foreground select tool. And after that gimp becomes completely unresponsive until i close the window. This happens more prominently with the matting levin engine. And from what i've seen, the global matting isn't just as impressive.
Gimp version- 2.10.28
There are any number of reports on
https://gitlab.gnome.org/GNOME/gimp/-/issues for problems with foreground select
You could send another.
It works ok for me using linux but I am only a very occasional user, I do not find either levin or global as good as supposed to be. Still looking for the holy-grail, extracting hair from a background

any other tools/software/plugins other than foreground select for removing background?
The gmic gimp plugin
http://www.gmic.eu has an interactive FG extract filter that works well with clean edges or if not too clean can make a mask you can use with a layer mask. A couple of other filters in there as well that can make masks.
The Gimp threshold filter can often generate an image that can be used as a mask
Zip around a FG with free select or scissors or quick mask and use the selection to create a layer mask.
As you guessed, a layer mask is your friend
