I don't know if I'm doing something wrong or not, but when installing new brushes. For example, flame fire brushes, and I go to use them after installing they are just coming out as black or whatever color I have selected in the color options. However, I can't seem to figure out how to get them to look like flames, if that makes sense?

What you are using is (best guess) a photoshop .abr brush pack. These are greyscale brushes that use the foreground colour.

Most likely PS has some sort of built-in effect, that is not present in Gimp. You will have to colour them in yourself.
Some hints. Put the flame on its own transparent layer. Understand how the alpha-lock works (to freeze any transparency) A quick way is with the gradient tool.
