I have this icon that I have downloaded:

Now I want to change the color of the bread to dark blue (#05192d).
In Photoshop I would just double click the layer and click "color" then select the color I wanted.
How can I do this using Gimp?

Your icon is in RGB mode. More than one way.
1. Enable the alpha-lock, That right side icon top of the layers dock. Bucket fill with desired colour. Turn alpha-lock off.
2. Use the Colorize tool
Colors -> Colorize Adjust the sliders or color pick the blue.

I agree there are so many ways to do it.
I would add
Colors ➤ Map ➤ Color exchange... as the exchange can be made with the html notation as well

With any object image on alpha you can lock alpha channel as mentioned by Rich 2005,
next I'd grab the paintbrush of choice and colour of choice then paint away
also this option allows for different colours or shades of the one colour,
example top 1/2 light shade and bottom 1/2 darker shades then you could have several loafs all slightly different.
