I have an image of colored tape and I like the colors. They each have multiple colors.
How to make a seamless tile with similar pattern that I can use as a background for my Windows 7 desktop?

It depends what you envisage as the desktop image.
The center of the original is reasonably regular, make a thin strip as a selection.

Might look like this:

If it is something else, then give-us-a-clue.

Thanks but I meant a single color with a random pattern that is seamless that can be tiled. Nice images you made.
Looks to me like a noisy jpeg image
However
(1) Pick a colour (2) Make a tile (say 400 x 400) & fill (3) Apply noise (try RGB) Filters -> Noise

(4) Apply a Gaussian blur Filters -> Blur (5) Make seamless Filers _> Map -> Tile Seamless (6) Export as a Pattern file.

You can replace the Gimp Tile Seamless with a third part plugin 'resynthesizer' and get a slightly better blend. Not really necessary for this one.
