Every time I try to use the paint tool or any other tool for drawing with my mouse, it draws all scattered. I've linked a video i recorded of it because I don't know the solution.

That is a bit strange using a mouse (more like a graphics tablet), however change the dynamics setting in the tool options to dynamics off and try again.
