I have a vague recollection of the Windows Gimp screen capture not working for some version of Gimp (or it might have been the development version)
In Gimp 2.10.32 same as ever:
It does not matter if an image is open or not open.
File -> Create -> Screenshot
Set the parameters. Set a delay in seconds, Minimize Gimp to display whatever you want to capture.
After the delay, Gimp maximizes with the screenshot. 30 second example: https://i.imgur.com/eYiVAPe.mp4
For a screenshot of Gimp, you can include the cursor, which shows the tool. Set a couple of seconds delay, enough to get the cursor into position.
