You will have to give a clue as to what the texture is.
As a pure guess, is it that 'dappled' pattern over the dark back ground ?
It might be something like this in Gimp.
1. The stock bristles brush with a dynamic and very much reduced opacity.

Or you could practice with the various noises. The CIE Ich is good
There are 2 places to get to noise in gimp. Filters > noise will give you several to choose from.
Also filters > render > noise give you some same and some different ones.
