One of those plugins where a bit of experiment goes a long way.

When installed, find it bottom of the layers menu

The dialogue looks like this.

1. Click on the New in Preserve Features, and you get to paint on the image in green. As the name these are the parts you definitely want to save. OK to get back to dialogue.

2. Same for the Discard section, except red FG is set to paint in bits that can go.

3. Set the size required, usually it is a reduction in size, but you can grow the image as well.

4. Click ok and hope.

As with everything, all depends on the image. Liquid Rescale (aka seam carving) is destructive.
