Nobody knows, IMO GIMP 3 is far to be ready, anyway it's just a number.
In all case you can try it already, it's not called GIMP 3, but called GIMP 2.99.14 (odd numbers like 2.99 are for experimental/development/test version)

Just bear in mind that the V2.99.xx versions are unstable development versions and shouldn't be used for any 'important' work.
