The layers panel is there but as I work on various layers the layers are not displaying in the panel--itt just show the base layer and the copy of it that I made.
How to fix?

Can you give a screenshot of the full GIMP interface while it's happening? with the layers' dialog
I think the last time you saved you did flatten the image or a part of the image, thus you got only those 2 layers
Patrice is correct...or if you exported your image it will automatically flatten it. If you want to still see these layers after closing once you must save it as an .xcf (gimp's native file format)
