Here, I'd like to stretch out this character's lower torso as shown without messing up the pic, how do I do so using either Liquid Rescale, or any simpler alternatives?

Just a thought, I don't know anything about the Liquid Rescale tool. If it works for the vertical then perhaps you could first rotate the image until the torso is vertical, perform the operation and then rotate back.
