Let's say you have a photo of a fence and you want to put a number of photos of people behind it--but you want each person behind the other people. What would be the easiest and simplest way to go about it?

I say, multiple layers with layer masks but there is more to it than that. You have to consider over-all lighting, shadows and general tone of each element.
Easy, simple - yeah.

Can't agree more, multiple layers, and look for the lighting which is the wrong doing of beginners.

Something like this? Scaling the faces, put the eyes on the same line, change colour on the faces, etc... As rich and pixlab mentioned. A try :
