There is feathering the selection (Select > Feather) but it is not really a setting, it is a transformation of the selection mask.
I can't really tell what you call the feathering for the eraser. It could be either a soft brush, the brush hardness (set to low) or the opacity. All are set in the Tool options. But this dialog shows the options for the active tool, and since your current tool is the Zoom(*), you cannot see these options right now.

You do need to select a tool in the tool-box first, before to see its setting in the Tool Options,
actually you cannot see the tool options of the Eraser because it's the Zoom (magnifier) tool which is selected, not the Eraser, select the Eraser and you will see all the available options in that same window/dialog.

For feathering of the eraser tool best thing would be to use the force control (less would not erase all at once) in the tool options or the hardness 025 brush
