You pencil is using the "Clipboard image" brush so it depends on the clipboard contents (and from the brush thumbnail they appear to be an empty image). Try the standard round brush (2. Hardness 100) and use 100% opacity

Also, the pencil tool dialog has a lot more options, and some of them would also cause problems, so better show the whole dialog in your screenshots.

There are not many options here for selection,

Where is 2. Harndness 100?  Please see attached screenshot

It is very strange to me.  This Ubuntu 22.04.3 desktop is running as Host of VirtualBox.

Other Ubuntu 22.04.3 VMs also running GIMP version 2.10.30, there is no pencil problem.

This problem just happens recently.  It worked without problem before

Click in that vertical rectangle on the white square to change brush, see screenshot.

Clearly GIMP is not made to use on a 16K screen Big Grin

Still the same, Pencil unable to work.  Please refers to screenshot.

I doublt whether it was caused by adding Filters.  In the past few weeks I have run GIMP heavily to restore old yellowish photos, adding filters, such as G'MIC-Qt

I run GIMP on Ubuntu 22.04.3 VM on this PC and it works without problem.
Please show a full screenshot, because the problem may not be with the tool (for instance, an overlooked selection somewhere).

White foreground colour on white background - can't be visible.
Change foreground colour to something else, like black.
