Hello, I've never had this problem. When I create a new rectangle, it does not generate a layer in the layer panel. I can't select the new object or do anything with it. Does anyone know why? I'd like to attach a screen shot, but the clipboard viewer drives me insane. Any better options there also? Thanks in Advance. J.

How exactly are you making the rectangle - Which tool ? Best if you give a screen shot of the whole Gimp interface - Tools / Tool Options / Layers dock everything. If you are using the rectangular select tool, then that on its own does not make a new layer. you have to copy something first, then paste as a new layer.
If you want a new empty layer then : Layer -> New Layer If you want a specific size put it in the new layer dialogue or make it and then crop it.

Gimp does not use "objects" as such. These are more for Vector editing programs. You can move layers around with the move tool.

Gimp can take a screen shot of itself: File -> Create -> Screenshot
