I am looking for a tutorial or a procedure allowing you to position an animated image (.gif) on a jpg image.
I use version 2.10 of Gimp

There is a video and a zip with sg-combine-bg.scm in it. Un-zip and and put in your scripts folder.
The main things to look out for:
Does the gif need unoptimising?
Does the gif need a background removal. This can be easy for a single colour or difficult for complicated bg.
Convert everything to RGB mode.
I think I followed the tutorial step by step.
My image now contains 'gif image, but has an excessive size of 15.3 MB

Is that an Exported animation size or a Saved gimp .xcf size or the size you see bottom of the Gimp window ?
Final size all depends on the size of the image, the number of layers, precision and format.
Can you give any details and links to the original gif and the jpeg.
I was doing this type of gifs years ago.

The size of the gif is limited to the base image size unless you use html or php on a website. I made mine very small. Most of my online gifs disappeared when gifycat went down forever. I couldn't be bothered reposting them. I just looked at one of these with Gimp and the base frame contains the first frame of the animation.
