It just seems to bug-out and get stuck a lot of the time--just won't move--which is extremely frustrating as i then have to go and use the scroll bars like a neanderthal. seems to bug-out more when zoomed-in more.

Might be related to your OS? What is your OS?
You can use the middle mouse button. e.g. the wheel, use it like a button (click on it stay clicked and move the mouse), there should not be any delay, nor getting stuck.

W11. no trouble whatsoever with any other software. i use a trackpad not a mouse. it might be related to GIMP.

It only works when the Gimp window is the active window.

When you click on a scrollbar, this makes it the active window if it were not already (and so also makes the parent active), so this doesn't depend on the current activation state.

But if the window is inactive, 1) the space bar keystroke goes to the active window, so somewhere else, and the pointer moves over the window aren't passed to the window.  So you have to first click on the window (title bar or status bar, if you want to avoid tool actions). Desktop managers often have an option to automatically activate the windows under the pointer without clicking.
