This is why you should
(1) State your Operating System - Windows (10 / 11 or...) / MacOS ( and version) / Linux (ubuntu / fedora ...)
(2) The Gimp version 2.10.?? / 3.0.?? and for linux the package - repo / flatpak / snap / appimage.
...otherwise it is a guess.

...and all that will determine which gimp_gmic_qt plugin package you can install and use.

Edit -> Preferences -> Folders -> Plug-ins does show where the gimp_gmic_qt file(s) goes but then it is up to the user to find that place and put the plugin there.

For Windows, the plugin has versions for Gimp 2.10 or Gimp 3.0 but also has the benefit of an installer.
For linux, the plugin is compiled for different distos, might be one for you. A flatpak has its own version.
For MacOS, you might never get a gimp_gmic_qt.

Exactly as rich said. And you can only download the GMIC for your particular OS, Well you can download any but if you want it to work with your Gimp - Download the one that goes for your relevant OS
