The tools-options and layers windows absolutely refuses to popup and show until I check single-window-mode. Then everything shows up. The only thing I can imagine is that Gimp imagines that they are off the my viewable display window. I mean like when window gets to the 4000+ pixel on a 4K 3840width size. But that's just a theory. Another theory is that since I upgraded from 2point something, and I was using those windows, something got lost in the shuffle. Actually it was less of an upgrade, and more of a complete side-by-side install. I noticed that the 2-version is still installed, which is also kinda annoying.

Yes, I have seen that problem and no solution that I can find.
There have been various reports to the developers about multi-window mode although not exactly that one that I can see.
