Which version of Gimp ?
In the clone tool tool-options   A drop down menu. Set Alignment to fixed.

see: https://docs.gimp.org/3.0/en/gimp-tool-clone.html

If using Gimp 2.10, then the same option is down the bottom of the tool options see: https://docs.gimp.org/2.10/en/gimp-tool-clone.html
