The Color Scheme in the Welcome screen is not the Color Scheme. Note there is no Default Colors an installed theme in the list. It is the Color scheme variant (if available), and the Label should be ammended and a Color Theme section added to the Welcome>Personalize window.

Although labeled wrong it works correctly at changing a Color scheme variant on newly installed Color Schemes that are selected in Edit>Preferences>Theme>Select Theme

I think you're right. From what I can see, the Welcome screen is changing the selected theme's color variant, not switching between installed color themes. The current label is a bit misleading because it suggests you're choosing an entirely different color theme.

I tested something similar after installing a couple of additional themes, and the option only changed the available variants for the active theme. Renaming it to something like "Color Variant" or adding a separate "Color Theme" section, as you suggested, would make the behavior much clearer for new users.

It doesn't seem to be a functional bug, just a UI wording issue that could definitely avoid some confusion.
