I have tried...
Inkscape path envelope-deform and then into gimp. Painfull.This is Ofnuts ofn-bend-path plugin for Gimp 2.10 run through AI to convert to Gimp 3... Minor differences but it does work. At least it works this week, no guarantee that it will work after next Gimp update. Unzip attachment and put in your User plug-ins folder.
For those that have not come across it, it works like this.

(1) You have a path that you want to deform. Very often text for a logo, (use layer -> Text to Path) There is a second path, the envelope. It consists of two stokes (no more, no less) to contain the deformed path. It has to be a little wider than the first path. The order you make them does not matter.
(2) The plugin registers in Filters->Render->Bend Path... Some parameters to set, make a choice.
(3) Browse for those paths you made, Path to bend and Envelope.

OK the plugin and there is a new deformed path.

The guides parameter uses two horizontal guides which applies an offset.
