The problem is solved !!!!!!
After a long time I found that Windows-Defender inhibits the access to system directories for 3d party software.
You have to switch of the RANSOMWARE security to use Gimp-export.
Or better give Gimp and the used plugins free.

But why would you be saving to "system" directories?

Hi
Windows 10 automaticly generates so called "Systemordner" (system-directories) with special security.
- Pictures
- Documents
- Videos
- and so on --> appendix
They are for data not for windows-systemprograms.
They are save against ransomware due to Windows Defender.
Office programs handle those directories by default.
