Is this possible to create a web page with GIMP?
Is it possible to add html links?
Is it possible to convert the file into a PDF?

Gimp is an image editor. You can use it to create images for a web page, but not create the web page itself.
No, Gimp can't add html links. You would need a text editor for that (Notepad, Notepad++).
Gimp can export as pdf, but the whole thing will be converted to bitmap. Vectors (including text) will be converted to bitmap.
