What are you trying to move ?

[attachment=4589]

The icon shows the move tool is in 'path mode' (1)

If you want to move a path either position the pointer on the path (option 2)
or
Use 'Move the active path' and select a path (3)

If you want to move a layer the chose the first icon in the move tool options.

How to stop it happening again ? Gimp by default saves the settings for use the next time you start Gimp.
That can be changed in Edit -> Preferences -> Tool Options then Untick 'Save tool Options on Exit.
Set Gimp up the way you want it to start before applying that option.
