Yes,

All your settings are held in your Gimp user profile, C:\Users\"yourname"\AppData\Roaming\GIMP\2.10 which remains between installations,

Along with any scripts / plug-ins / brushes etc that you added there.

Any old plugins that might install themselves to the main Gimp file structure (plugins that come with an installer such as BIMP and old versions of gimp_gmic) will probably remain (and might cause incompatibility issues, so beware)
