I just check what chromebook is based on https://en.wikipedia.org/wiki/Chrome_OS
So it's based in a Linux distro, thus you should be able to use it...
Further searches give me this page a year old (How to install Gimp 2.10.14 on a Chromebook) https://www.linuxmadesimple.info/2020/02/how-to-install-gimp-21014-on-chromebook.html , it seems to be easier to install GIMP on latest Chrome OS using flatpak -> thus you should have the latest GIMP 2.10.28
